An Oregon vehicle registration is a document that connects residents of the Beaver State with the vehicles, boats, and motorcycles they own or lease.
Vehicle Registration Renewal in Oregon
Before an Oregon vehicle registration expires, residents must renew it with the Oregon Driver and Motor Vehicle Services Division (DMV). On this page, individuals will find information about renewing their registration online, by mail, and in person.
The Oregon Vehicle Registration Renewal Notice
Before the vehicle registration expires, the Oregon DMV will mail residents a renewal notice/application. The vehicle may need to pass a Department of Environmental Quality (DEQ) emissions test. Please see Oregon Vehicle Inspections & Emissions Testing below.
Oregon residents who lost or never received their renewal notice will still be able to renew their registration by mail or in-person (see Renew Your Oregon Vehicle Registration below). Residents who want to renew their Oregon vehicle registration online, they’ll need to request a renewal notice by:
- Calling the Oregon DMV at (503) 945-5000.
OR
- Using the online request form on the Oregon DMV website.
Renew an Oregon Vehicle Registration
Oregon residents can renew their Oregon DMV vehicle registration either online, by mail, or in person.
Proof of car insurance may be required when renewing your registration!
Online
Oregon residents can renew their vehicle registration online if:
- The vehicle registration has been expired for less than 1 year.
- The resident is not required to get an emissions test and is not required to submit a Declaration of Exemption (Form 735-1400).
OR
- Residents are required to get an emissions test and the vehicle has passed the test.
- The vehicle is not a tow truck or classified as a heavy vehicle.
- Residents want to receive their registration card and stickers at their regular address.
- Residents are not making any changes other than an address change.
- Individuals have a registration renewal notice from the Oregon DMV.
NOTE: If Oregon residents who live in Multnomah County can only renew online if they’ve lived in the county the last time they renewed their vehicle registration. Individuals who have moved out of the county since they last renewed cannot renew online.
To renew a registration online, visit the Oregon DMV website and provide:
- The renewal access code, found on your renewal notice.
- The vehicle’s title and license plate number.
- Payment for the registration renewal fee. (See fees for renewing a vehicle registration below.)
Once Oregon residents have completed their vehicle registration renewal, they will be able to print a receipt. Residents will receive their new Oregon registration documents and license plate sticker in the mail. Residents who haven’t received their documents can check the status of their registration renewal by contacting the Oregon DMV.
By Mail or In Person
To renew an Oregon DMV registration by mail, residents need:
- Their completed renewal notice/application.
OR
- A completed Application for Registration, Renewal, Replacement, or Transfer of Plates and/or Stickers (Form 735-268), if the OR residents don’t have their renewal notice.
- A DEQ emissions Declaration of Exemption (Form 735-1400), if applicable.

NOTE: If the vehicle requires an emissions test, Oregon residents can submit their registration renewal application and payment at the Oregon DEQ testing station when it passes the test.
OR Vehicle Inspections & Emissions Testing
If the vehicle is registered in the Portland-Metro or Medford-Ashland area, it must pass a Department of Environmental Quality (DEQ) emissions test if it is:
- Model year 1975 or newer, if you live in the Portland-Metro area.
- A vehicle is 20 years old or less, if you live in the Medford-Ashland area.
- Gas-powered, a hybrid, or powered by alternative fuels.
- Diesel-powered and has a gross vehicle weight rating (GVWR) of 8,500 lbs or less. The GVWR can often be found on a sticker placed in the frame of the vehicle’s door.

Fees to Renew Your OR Vehicle Registration
Fees to renew a vehicle registration in Oregon differ depending on the type of vehicle residents own and which county residents live. To renew a registration for 2 years, it will cost the following:
- Light trailers:$112.
- Low-speed vehicles: $116.
- Hybrid and electric motorcycle: $78.
- Motorcycles/mopeds: $78.
- Hybrid and electric passenger vehicles: $112.
Passenger vehicles 2 year registration fee by MPG:
- 0 to 19 MPG: $112.
- 20 to 39 MPG: $132
- 40 MPG and over (not in OReGO): $152
- 40 MPG and over (enrolled on OReGO): $86.
- 40 MPG and over Electric (not enrolled OReGO): $306.
- 40 MPG and over Electric (enrolled OReGO): $86.
Residents of Multnomah County will pay an additional $56 per year fee.
Motorcycle Registration in Oregon

New Oregon Residents
After establishing Oregon residency, new residents of this state have 30 days to register their motorcycle with the DMV. Title applications are done at the same time as registration—for more, visit our Title Transfers section.
Visit the local DMV office and submit to a VIN inspection. The inspection fee is $7. Then provide:
- The out-of-state title and registration or Manufacturer’s Certificate of Origin (MCO).
(If it’s not included on the title, include a Statement of Lien Satisfaction (Form 735-524).
A completed:
- Application for Title and Registration (Form 735-226) with an odometer disclosure documented.
- Certificate of Oregon Residency or Domicile (Form 735-7182). Other documents may also be needed to prove residency—check the form for details.
- Proof of Oregon motorcycle insurance.
- Payment for the $98 to $187 title fee PLUS applicable registration fees and taxes.

Registering an OR Motorcycle
The motorcycle registration process varies depending on whether the motorcycle was purchased at a dealership or through a private seller. Below is what Oregon residents need to know to register their motorcycle in either situation.
Motorcycles Purchased from a Dealership

Before leaving the dealership, confirm the details to ensure no further requirements will be needed. All titling fees, registration fees, and taxes will typically be included in the overall purchase price of the motorcycle.
Motorcycles Purchased from a Private Seller
For motorcycles purchased through a private seller, Oregon residents need to handle titling and registration themselves.
Visit the local DMV office with the following items:
- The signed-over title for the motorcycle with an odometer disclosure included.
)If there is no space provided for the odometer disclosure, call the Oregon Auto Dealers Association (OADA) at (503) 233-5044 to request a Secure Odometer Disclosure (Form 735-403). This form cannot be requested from the DMV or downloaded.
- Residents who don’t have the title can submit a Bill of Sale (Form 735-501).
- A Statement of Lien Satisfaction (Form 735-524), if applicable.
- The Oregon motorcycle license.
- A completed Application for Title and Registration (Form 735-226).
Proof of:
- VIN inspection.
- Completed on-site at the DMV.
- Oregon motorcycle insurance.
- Payment for the $98 to $187 title fee, plus applicable registration fees.

Oregon residents may be required to pay the following fees and taxes when they register or renew their motorcycle in Oregon:

Multnomah County additional fees:

Boat Registration and Licenses in Oregon
Oregon residents who recently purchased a boat or moved to Oregon from out of state, need to title and register it with the Oregon State Marine Board (OSMB). Keep reading to learn about vessel titling and registration, as well as the qualifications needed to operate watercraft on the Beaver State’s waters.
OR Boats That Must Be Titled & Registered
The Oregon State Marine Board requires all motorized vessels and sailboats 12 ft and longer to be titled and registered.
Oregon residents do not need to title and register:
- Watercraft owned by the U.S. government (including documented vessels).
- Boats from another country used temporarily on Oregon state waters.
- Ships’ lifeboats.
- Vessels registered in another state not used on OR waters for more than 60 days consecutively.
Non-motorized watercraft, like:
- Canoes.
- Kayaks.
- Rowboats.
Residents who are unsure if their vessel requires title and registration can contact an OSMB boat registration specialist for clarification.
Boat Registration in Oregon
In Oregon, residents of this state must apply for a vessel title and registration within 30 days of purchasing a boat. Title and registration applications received after 30 days are subject to a $25 penalty fee.
HIN Inspections
The following types of watercraft require a hull identification number (HIN) inspection from the local law enforcement agency’s marine unit BEFORE they can be titled and registered, including:
- Homebuilt boats.
- Vessels never titled or registered in any state.
- Boats previously registered in a non-titling state.
- Vessels with incorrect hull identification numbers.
Once the inspection is complete, Oregon residents will receive a HIN Inspection Certificate.
NOTE: If a boat is brand new and residents have its Manufacturer’s Statement of Origin, they do not need an HIN inspection.
Steps to Title & Register Your Boat
To title and register a boat with the Oregon State Marine Board, residents of this state need to provide the following items:
- A completed Application for Boat Title and/or Registration (Form 250-R07).
An acceptable proof of ownership for vessels purchased in-state:
- New boats: Manufacturer’s Statement of Origin.
- Used boats: Boat title signed and dated by the buyer AND seller.
- Previously out-of-state vessels from:
- Titling states: Out-of-state title with all liens released.
- Non-titling states: Current out-of-state registration card AND a bill of sale.
- If applicable, your HIN Inspection Certificate.
- Payment for the appropriate watercraft title and registration fees.

Oregon Boat Registration & Title Fees
The costs to title and register a boat with the Oregon State Marine Board are as follows:
- Initial AND renewal boat registration: varies by length.
- Aquatic Invasive Species surcharge (in addition to original AND renewed registration fees): $5.
- Original vessel title AND title transfers: $75.
- Late title transfer penalty: $25.
Replacement:
- Boat title: $25.
- Registration card OR certificate of number: $15.
- Validation decals: $15.
OR Vessel Renewals & Replacements
All boat registration certificates are valid for 2 calendar years and expire December 31 of the final registration year. The OSMB will mail residents of Oregon a renewal notice before their registration expires.
Residents of Oregon can renew a vessel registration in any of the following ways:
- Provide information about the boat AND the necessary renewal fees using RegLine, the OMSB’s online registration renewal system.
- Take the renewal notice AND the applicable renewal fees in person to any OSMB agency.
- Mail the renewal notice AND all appropriate renewal fees to the address printed on the notice.
Replace Lost Registration or Title
Oregon residents can request replacements:
- Online by submitting information about your boat AND the necessary fees using the Oregon State Marine Board’s RegLine system.
OR
By mailing the appropriate replacement fees along with the applicable documents for:
- A duplicate vessel title: A completed Replacement Boat Title Application (Form 250-041).
- Duplicate boat registration OR decals: A written request for a replacement registration card and/or decals, which includes the name of the resident and mailing address, AS WELL AS the vessel’s certificate number.

Residents of Oregon who need a temporary permit to use their boat while waiting for replacement registration decals to arrive can present their vessel’s title at any OSMB agency and get back on the water that day.
Oregon Boater Qualifications
The Oregon State Marine Board imposes the following age restrictions when it comes to operating watercraft on state waters. If residents are:
- 11 years old or younger cannot operate motorboats or personal watercraft of any kind.
- 12 to 15 years old can operate motorized vessels with:
- 10 horsepower or less without adult supervision, as long as the resident has a boater education card.
More than 10 horsepower IF residents:
- Have a boater education card.
AND
Are supervised by an adult who has their own boater education card and is at least:
- 16 years old for motorboats.
- 18 years old for personal watercraft.
- At least 16 years old can operate personal watercraft AND motorboats with more than 10 horsepower, unsupervised, as long as residents have a boater education card.
Oregon residents can earn their boater education card by completing:
- An online course from an approved education provider.
- A classroom course at a time and location that is convenient.
- An equivalency exam with an official test provider.
Then, OR residents can apply for their card:
- Online by providing proof residents passed a course or equivalency exam and the $20 boater card fee using the OSMB’s RegLine system.
- By mailing a completed Application for Oregon Boater Education Card and a check or money order for the $20 card fee to:
